Zusammenfassung:	PURPOSE:To set the suppression of an alarm at a remote place. CONSTITUTION:A provisioning setting part 3 which provisioning-sets channel units 11-1n in accordance with provisioning information transmitted from the remote place, a memory 4 where the validity/invalidity of provisioning setting is set and an alarm part 2 generating the alarm to the loading/unloading of the channel units 11-//-1n are provided. Furthermore, a register for alarm suppression setting 5 is provided and alarm suppression is set in the register 5 based on setting information on the validity/invalidity of provisioning setting. Thus, the will of the validity(IS: normal operation is possible) of provisioning setting for the channel units from the remote place or invalidity (OOS: normal unoperation) is decided, and alarm suppression can be set. Thus, a maintenance man does not need to go to the spot for altering the setting of alarm suppression as in the conventional manner.
