PURPOSE:To produce the vinyl chloride polymer having a high quality with a high efficiency by polymerizing vinyl chloride with a large polymerizer in a short time, while shortening the monomer-charging time and the temperature-raising time on the polymerization and while preventing the adhesion of scales to the inner wall surface of the polymerizer, the generation of polymer coarse particles and the increase in fish eyes. CONSTITUTION:When a vinyl chloride monomer is suspension-polymerized in the presence of an oil-soluble polymerization initiator in an aqueous medium, the monomer and hot water are simultaneously charged in a polymerizer in amounts of >=70wt.%, respectively, and three kinds of partially saponified polyvinyl acetate having specific properties are used as suspending agents in specific charging amounts, respectively. The suspending agents are charged in an amount of at least 20wt.% based on the whole charging amount during the monomer-charging process.
