PURPOSE:To select an optional code block and to decode it based on a marker code by inserting close picture block information to information additional data in coded data so as to recognize a decoded picture data block displayed on a monitor. CONSTITUTION:Data are coded by a compression/expansion means 4 for each of plural picture blocks sent from a still picture input means 1 at coding and the result is written in a coded data memory 5. A marker code insertion detection means 6 inserts an optional marker code and information of an adjacent picture data block to coded data by an information addition data insert detection means 8 for each of coded data picture blocks. Then a data block decoded by a central processing means 7 is retrieved at decoding by the information detected by the means 6, 8 among coded data and scroll information from a coding means 9 and the block is decoded by the means 4. The means 8 may be a software or a hardware.
