PURPOSE:To make a hygienic cleaning device compact by enabling the loading of a toilet seat and lid on or the unloading thereof from a casing of a hygienic cleaning device simply to eliminate positional interference between opening/ closing units and a functioning section of the hygienic cleaning device. CONSTITUTION:In a hygienic cleaning device in which a functioning section for local cleaning is housed into a casing and a toilet seat 3 and lid 4 are mounted thereon, opening/closing units 6 and 7 adapted to apply an operation resistance only in operation of closing the toilet seat and lid are incorporated into a base end part thereof and hinge shafts 8 and 9 provided on the opening/ closing units are made movable in the direction of an axis by operation from outside. The casing 2 is provided with a hinge chamber 2a for housing the opening/closing units 6 and 7 being recessed and the hinge shafts 8 and 9 are housed into the hinge chamber 2a being retreated toward the opening/closing units. Thereafter, the hinge shafts stick out to be inserted into holes in the hinge chamber and the toilet seat and lid are connected to the casing in such a manner as to allow the loading of the toilet seat and lid on or the unloading thereof from the casing through the opening/closing units.
