Zusammenfassung:	PURPOSE:To attain the speed-up of pretreatment and the conversion of treating pressure into low one and to execute continuous treatment for a strip at a high efficiency. CONSTITUTION:A metallic sheet continuously moving is used as the cathode, and high voltage is applied to the anode 3 confronted with the metallic sheet 4 to generate glow discharge. Tons formed by this glow discharge are confined by a magnetic field formed by the N pole of magnets 7a, 7b and 7c arranged in the vicinity of the central part on the opposite side of the anode of the metallic sheet 4 and the S pole of magnets arranged in front and in rear thereof, the metallic sheet 4 is collided with plasma having high density and the collision frequency of argon ions per unit time is increased.
