PURPOSE:To easily connect a joy stick to a computer. CONSTITUTION:A pulse generation part 13 generating a clock pulse having a prescribed repetitive frequency, and signal conversion parts 11 and 12 to which the clock pulse is inputted as a control signal and which converts a direction signal from the joy stick 1 into two pulse strings which have the repetitive frequency and whose phases differ by a 1/4 period are provided. In the two pulse strings, the phase of one pulse string advances or delays much more than the phase of the other pulse string in accordance with the forward/ inverse of a prescribed direction being the signal from the joy stick 1. The joy stick 1 is constituted to be connected to the computer 2 through a mouse interface.
