PURPOSE:To deal with the increase/decrease of facilities only by maintaining facility data concerning the control system for temporary storage tank used as the initial rainwater counter-measure of sewage plants or the like. CONSTITUTION:This system is provided with a state recognizing means 2 to recognize the state of using the storage tank, water level and the state of a valve corresponding to process signals, storage start judging means 3 to judge the start of storage from the existence of rainwater or the quantity of water to be treated, operation judging means 4 to select the open/close of the valve and the tank to store water from the state recognized result of the state recognizing means, and output processing means 5 to execute a control output processing to a controlled system equipment from the judged result of the operation judging means. The respective means are composed of knowledge bases composed of rule blocks.
