Zusammenfassung:PURPOSE:To reduce a transfer delay time of a voice cell to the utmost with respect to the cell transfer system in an ATM exchange. CONSTITUTION:A buffer 100 in an ATM exchange 1 is provided with a cell type identification means 101 identifying a voice cell and a data cell and a voice cell priority processing means 102 processing the voice cell identified by the cell type identification means in precedence over the data cell, and the voice cell priority processing means 102 stores separately the voice cell and the data cell identified by the cell type identification means 101, processes the voice cell with priority over the data cell or processes immediately the voice cell without storing it, stores the data cell and processes the data cell while the voice cell is not processed.
