Zusammenfassung:	PURPOSE:To correctly monitor noncriticalness most important in securing safety even if the position of a nuclear fuel solution is changed. CONSTITUTION:In a rectangular box-shape container 1, there are provided a mixer part M for mixing water phase 8 with oil phase 9, and a settler part S for splitting the oil phase 9 and water phase 8 mixed in the mixer part M. Neutron detectors 14 are disposed on the lower side of the container 1, and a neutron guide pipe 13 with neutron source 15 inserted therein opposedly to the neutron detectors 14 is disposed on the upper side of the container 1.
