Zusammenfassung:	PURPOSE:To obtain the subject tape having excellent waterstop characteristics and water run resistance, useful for optical fiber cable by using a specific acrylic copolymer as a dispersant to give a waterstop resin and sticking the waterstop resin to a sheetlike substrate. CONSTITUTION:An aqueous solution of acrylic acid and its alkali metal salt is dispersed into an aliphatic hydrocarbon in the presence of an acrylic copolymer dispersant [copolymer comprising (A) 40-95 wt.% >=8C alkyl-containing (meth)acrylic acid alkyl ester monomer (B) 5-40wt.% (meth)acrylic acid hydroxyalkyl ester and (C) 0-40wt.% unsaturated monomer copolymerizable with the components A and B] and these monomers are subjected to reversed phase suspension polymerization to give a water absorbing resin, which is stuck to a sheetlike substrate to give the objective tape.
