Zusammenfassung:	PURPOSE:To eliminate the provision of any special heat source for maintain the supply temp. of a cooling water by preheating it through effective utilization of the exhaust heat from cooling room, use effectively almost all warm exhaust water from a fuel cell as heat source for hot water supplying, and thereby save the energy. CONSTITUTION:Cooling water for cooling a fuel cell 1 is preheated through utilization of the exhaust heat from cooling a room generated by a cooling device 4 and is supplied to the fuel cell. The cooling water whose temp. is raised by cooling the fuel cell is led to a hot water reserver tank 5 and used effectively as a heat source for hot water supplying.
