CONSTITUTION:A comparing and collating means 12 selects the narrow band signal of the characteristic information and the narrow band signal corresponding to the catalog stored in a memory means based on the characteristic information of the narrow band signal and allocates the confidence degree based on the comparison and collation of both narrow band signals. The catalogs are stored for the speeds for targets A, B, C,... In a confidence-degree operating means 14, the confidence degree which is allocated with the comparing and collating means 12 is synthesized, and the confidence degree corresponding to each target for the speed of the above described catalog is computed. In a target selecting means 15, the target candidate at the upper priority of the confidence degrees is selected and displayed on a display means 16.
