PURPOSE:To prevent vehicle from suddenly running by providing an emergency valve switching means which judges that an actuator is defective when a clutch disengagement instruction signal is input and also a clutch engagement signal is input to force a stop valve to be in a closed posture. CONSTITUTION:When an error occurs in an actuator 3 and a clutch plate 5 is to move toward a direction of clutch engagement by force applied by a spring 7 of a clutch 1 despite of a clutch disengagement instruction from a clutch disengagement/engagement control means 16, a clutch engagement detector 13 detects this and is switched from ON to OFF. At this time a clutch engagement determining means 17 of a controller 4 outputs a clutch engagement signal to an emergency valve switching means 18, which detects inconsistency between the instruction signal from the controlling means 16 and motion of the clutch 1 to determine that the actuator 3 is defective. Then the switching means 18 demagnetizes a solenoid 12a of the stop valve 12, so that the valve 12 is set in a closed posture instantly to have the clutch 1 disengaged.
