PURPOSE:To decrease the probability of not receiving an incoming call by limiting transmission by setting a use mode to preferential reception, for example. CONSTITUTION:A transmission/reception allowing means 15 instruct the allowance/inhibition of transmission/reception to a transmission control means 11 and a reception control means 12 based on the number of channels under transmission, the number of channels under reception and the use mode. Namely, the using form of an idle channel is limited corresponding to the using condition of each channel and the use mode such as whether each channel is under use or not or whether each channel is under use for reception or for transmission, etc. Therefore, by setting the use mode, the transmission or reception can be limited. Thus, since the transmission is limited by setting the use mode to preferential reception, the probability of not receiving the reception is decreased or since the reception is limited by setting the use mode to preferential transmission, the probability of not receiving the transmission is decreased.
