Zusammenfassung:PURPOSE:To obtain an insulating sheet suitable for a multi-layered lead frame that can respond to higher speed operation by dispersing tantalum oxide powder or barium titanate powder so as to form an insulating resinous layer. CONSTITUTION:An insulating sheet is composed of a single layer of an insulating resinous layer 23. The insulating resinous layer 23 is primarily composed of an insulating resin 21, and tantalum oxide powder or barium titanate powder 22 is dispersed, and the insulating sheet is of high permittivity thereby. By using the insulating sheet as an insulating sheet 18b for bonding a power source plane 14 of a multi-layered lead frame 10 with a grounding plane 16, a decoupling condenser of high capacity is formed between the power source plane 14 and the grounding plane 16, while voltage decrease due to the pattern in a package of the lead frame 10 is reduced. A multi-layered lead frame 10 suitable for high speed operation can thus be obtained.
