Zusammenfassung:	PURPOSE:To prevent the magnetic saturation of a main transformer at the time of start by conducting the normal control of the continuity time of a switching element as well as control shortening the maximum continuity time of the switching element when input voltage is high and lengthening the maximum continuity time when input voltage is low. CONSTITUTION:When output voltage is made higher than fixed voltage, currents are made to flow through a shunt regulator 20, and reference voltage is formed by a photo-coupler and a resistor 5. The difference of the reference voltage and output voltage obtained through a diode 11 from the winding of a main transformer 13 is amplified by an error amplifier circuit in a control IC, the output voltage of said error amplifier circuit and the output voltage of the triangular wave signal of an oscillation circuit are compared, and the continuity time of a switching element 12 is controlled. Voltage at the node of a resistor 2 and a resistor 3 is increased and the maximum continuity time is shortened when input voltage is high, and voltage at the node of the resistor 2 and the resistor 3 is lowered and the maximum continuity time is lengthened when input voltage is low.
