Zusammenfassung:	PURPOSE:To provide an uniform fastening force even when thickness in the peripheral direction of a support flange is not uniform by operating each clamp mechanism independently from other clamp mechanism through corresponding actuator, drive means, and clutch mechanism. CONSTITUTION:A device intercouples the one pipe 1 having a pipe end to which a support flange 1A is located and the other pipe 2. A plurality of clamp mechanisms 5 are disposed at an interval in the peripheral directions of the pipes 1 and 2, a plurality of slide shafts 12 are located facing the respective clamp mechanisms 5, and release operation to release the two pipes 1 and 2 from coupling is performed. A plurality of drive means 11A are located in a case 3 facing the respective slide shafts 12. A plurality of actuators 34, a plurality of clutch mechanisms 29, fastening lever press members 17 to fasten or unfasten the two pipes 1 and 2 are located facing the respective drive means 11A. This constitution provides a foundation having an uniform fastening force even when the thicknesses of support flanges 1A and 2A are different from each other in a peripheral direction.
