Zusammenfassung:	PURPOSE:To restrain dust from being generated on insulating paper used in an oil filled electric equipment. CONSTITUTION:A thermoplastic high molecular fiber 3 having hydroscopicity such as polyamide, aromatic polyamide, polyvinyl alcohol and polyvinyl acetal is manufacture on the front and rear surfaces of a pressed board made of cellulose 1, followed by heat-pressing, thereby generating suitable entangled cellulose fiber so as to restrain fluffing. Consequently, the restraint of fluffing can prevent dust from being generated on the surface of the press board.
