CONSTITUTION:Normally, a ball valve 5e of a passage switching valve 5 is seated on a valve seat member 5c, a normally closed valve comprising a valve portion 6f of a valve spool 6d and a valve seat 6e of a flow adjusting valve housing is closed, and an O-ring 6p seals between the outer peripheral surface of a housing 6a and the hole inner peripheral surface of a modulator main body 14a. Thus, a passage from the downstream side low-pressure passage 10 of the passage switching valve 5 to a check valve 24 and a chamber 19 are closed. When a brake fluid is filled in the closed space, the filled brake fluid is sealed in a modulator.
