Zusammenfassung:	PURPOSE:To improve the durability of a flow regulating valve and form the flow regulating valve at a low cost. CONSTITUTION:The passage switching valve 5 of a modulator 14 for an anti- skid brake control device is formed of a solenoid valve, and the tip of a passage switching valve housing 5a is connected to the body 5p of this solenoid valve by caulking (5q). This housing 5a is formed of metallic material of desirable caulking performance. The housing 6a of a flow regulating valve 6 is fitted slidably in the liquid-tight state into the cylinder hole 5k of the housing 5a. This housing 6a is formed of metallic material of desirable abrasion resistance, since the valve spool 6d is slidably inserted therein. The abrasion of the housing 6a caused by the sliding motion of the valve spool 6d is thereby reduced to improve the durability of the flow regulating valve 6.
