Zusammenfassung:	PURPOSE:To enable an operator to recognize an abnormality of a target to be controlled readily and at the same time the abnormality to be treated rapidly for preventing erroneous operation by the operator by displaying the abnormality of the target to be controlled readily and in details. CONSTITUTION:A title item is provided with cameras 1a-1c for monitoring which shoot a target to be controlled, a graphic display controller 15 for displaying a controlling state of the target to be controlled in graphics, and an abnormality detection means 11 for detecting an abnormality of the target to be controlled from control information of the target to be controlled. Furthermore, an abnormality screen creation means 3 for creating an abnormality display screen from a message showing generation of the abnormality of the target to be controlled by a video signal of a camera for monitoring which shoots the object to be controlled where an abnormality occurred out of cameras for monitoring 1a-1c which detect abnormality of the target to be controlled by the abnormality detection means 11 and a graphic display controller 15 and a display means 17 for displaying the abnormality display screen which is created by this abnormality screen creation means 3 are provided.
