In the case a water absorbing composition thus manufactured is soluble in an organic solvent, the composition is turned into a film by coating or other methods known to the public, and in the case the composition is of plasticizing properties, the composition is turned into a film by the method such as calender rolling, and said film is laminated with the substrate 1 by a bonding agent or the like to form the water absorbing composition layer 2 on the substrate 1. |
