Zusammenfassung:	PURPOSE:To enable practice of a reaction step in one stage and continuous production of phenol without clogging a reaction tube etc., raise the selectivity from toluene and eliminate the need for a purification step of the produced phenol in producing the phenol from the toluene. CONSTITUTION:A reactor 1 is equipped with a catalyst chamber 2 on the upstream side (on the side where a toluene-containing reaction gas flows in) and a catalyst chamber 3 on the downstream side (on the side where the toluene- containing reaction gas discharges). A catalyst containing vanadium oxide is filled in the catalyst chamber on the upstream side. A catalyst containing iron oxide, nickel oxide and a basic compound is filled in the catalyst chamber on the downstream side.
