Zusammenfassung:	PURPOSE:To prevent capacity drop due to memory effect by discharging a secondary battery perfectly through switching to discharge side and then charging the secondary battery through switching to charge side. CONSTITUTION:A discharge means 6 is set to feed current in the vicinity of the rated current of a secondary battery 3. A switch 7 is disposed between a DC generating section 2 and a discharging means 4 for the secondary battery 3 which is charged by switching a mover 7a to charge side. When the mover 7a is switched to discharge side, the secondary battery 3 is discharged quickly through a discharge means 6. Even when a substantially fully discharged secondary battery 3 is charged, the switch 7 is temporarily turned to discharge mode to discharge the secondary battery 3 perfectly. The switch 7 is then turned to charge mode to charge the secondary battery 3 thus preventing apparent capacity drop d to memory effect.
