Zusammenfassung:PURPOSE:To provide an integrated circuit cell structure capable of preventing electromigration without a substantial modification of layout. CONSTITUTION:An integrated circuit has a cell structure in which power lines and signal lines are arranged on the same wiring layer. The structure includes a selective wiring region S with a predetermined distance away from power lines 4 and 5, in which additional power lines 4 and 5 and signal lines 6 can be formed. When additional power lines 4 and 5 are formed in the region S, a bulk structure is preferable so that a substrate contact 7 can be formed in the region S. If the power lines in the region S can have an arbitrary width, it is effective to make a cell having the region S in the form of a library.
