Zusammenfassung:PURPOSE: To obtain a base material satisfying solder bath resistance and the like by coating or impregnating a nonwoven fabric or a paper with a combination of a specified aqueous dispersant comprising acrylnitrile and styrol, a specified aqueous solution of primary condensate of aminoplasto or phenoplasto, and specified red phosphorus and ammonium phosphate. CONSTITUTION: a) a 50% aqueous dispersant of thermally crosslinked copolymer of acrylnitrile and styrol having a glass transition point of +33 deg.C, b) a 60% aqueous solution containing methylol group of primary condensate of aminoplasto or phenoplasto, c) red phosphorus having a grain size in the range of 0.45-0.10mm, and d) polyammonium phosphate having a grain size in the range of 0.025-0.075mm are mixed. A nonwoven fabric or a paper is then coated or impregnated with a chemical crosslinked product at a coating amount (dry) of 30-60g/m , a:b (dry) ratio of 10:0.8-10:2.0, c:d ratio of 1:10 and (a+b):(c+d) ratio of 1:0.9.
