Zusammenfassung:	PURPOSE: To provide large control precision and to improve the operation characteristic at the time of controlling an open loop and a closed loop. CONSTITUTION: A closed loop controller 7 which corrects an error when deviation occurs and functions as a pre-control which is connected to a closed loop controller 4 in parallel is provided. It is used for operating a controller, especially the controller controlling the fuel injection of an internal combustion engine. A first deviation signal A is obtained at the almost center of a control area and a second deviation signal M is obtained in one limit point of the control area. The obtained deviations are supplied to the controller 1 as correction quantity in accordance with the operation point of the closed loop controller.
