Zusammenfassung:	PURPOSE:To set a temperature of supply water supplied to a boiler to be less than a predetermined temperature, and increase an output of a steam turbine in a partial load operation. CONSTITUTION:When a temperature of supply water 30 to a boiler is increased in partial load operation, opening of a supply water control valve 16 is throttled, and flow of supply water to a high pressure heat exchanger 10 is increased. A temperature of the boiler supply water 30 is thus decreased. Simultaneously, a part of the supply water coming from the high pressure heat exchanger 10 is sent through bypass tubes 19, 22a, 22b, 22c, 23 to be bypassed to a deearator 5, low voltage heaters 4a, 4b, and condenser 3. A gas extraction quantity from a steam turbine 1 is thus decreased.
