Zusammenfassung:	PURPOSE:To sufficiently and uniformly mix fuel gas and air without scaling up an apparatus by forming a combustion part into a loop shape continuing over the entire periphery thereof, and setting the emitting direction of the fuel gas vaporized by a vaporizer to the almost circumferential direction of the loop. CONSTITUTION:In a modifying device 10 for a fuel cell, the combustion part 28 heating a catalyst bed 13 and a vaporizer 36 vaporizing fuel to supply the same to the combustion part 28 are provided and the modifying gas obtained by reacting raw material gas in the catalyst bed 13 is supplied to the fuel cell 9. At this time, the combustion part 28 is formed into a loop shape continuing over the entire periphery thereof and the emitting direction of the fuel gas vaporized by the vaporizer 36 to the combustion part is set to the almost circumferential direction of the loop. As a result, fuel gas and air can be sufficiently and uniformly mixed without scaling up the apparatus.
