Zusammenfassung:	PURPOSE:To improve a combustion state and to uniformize temp. distribution by forming a combustion part in a loop shape and providing the combustion air passage communicating with both of the inside and outside of the loop and, further, restricting the combustion air passing through the central part of the loop by a restriction means. CONSTITUTION:In a modifying apparatus 10 for a fuel cell, the combustion part 28 heating a catalyst bed 13 is provided and the modifying gas obtained by reacting raw material gas in the catalyst bed is supplied to a fuel cell 9. At this time, the combustion part 28 is formed into a loop shape and the combustion air passage B communicating with both of inside and outside of this loop is provided. Further, a metal net 33 is provided at the desired position between the air supply means A supplying combustion air to the combustion air passage B and the combustion part 28 as a restriction means C restricting the combustion air passed through the central part of the loop. As a result, the combustion state of the combustion part is improved and temp. distribution becomes uniform.
