An instantaneously solidifying water-impervious material 9 is filled in the air-bags 8, 8' and the groove 3' surrounded with the air bags 8, 8' to construct a unit water-impervious wall 1a. The air in the air bags 8, 8' is removed from the groove 3, and further, the instantaneously solidifying water impervious material 9 is filled in the groove 3' surrounded by the existing unit water impervious wall 1a to connect the unit water impervious wall 1a to the existing unit water impervious wall to construct a perfect water impervious wall from the surface to the underground layer.
