Zusammenfassung:PURPOSE:To eliminate jitter component by counting a period of an inputted synchronizing signal with a sampling pulse, discriminating whether or not the period of a succeeding synchronizing signal is a regular period based on the count and generating a synchronizing signal based on a pulse signal generated when the count reaches a regular count in the case of the regular period. CONSTITUTION:A sampling device 1 outputs a horizontal synchronizing signal (c) resulting sampling an inputted horizontal synchronizing signal (b) and a differentiating device 2 outputs a differentiating signal (d) of the horizontal synchronizing signal (c). A phase comparator 3 compares a phase of the differentiating signal (d) with a phase of an output signal from a numeral discriminator 6 to output a control signal (g). A switch 7 is controlled by the control signal (g) to select an output pulse (h) of a numeral converter 5 for a period of an H level and a horizontal synchronizing signal generating circuit 9 outputs a horizontal synchronizing signal (k) with a prescribed width synchronously with a starting of an output signal (i) from the switch 7. Thus, even when a change point of the input horizontal synchronizing signal and a change point of a sampling pulse are close to each other, a synchronizing signal whose horizontal synchronizing signal does not include a jitter component is reproduced without provision of a phase adjustment circuit.
