Zusammenfassung:	PURPOSE:To prevent deterioration of a battery due to extreme overdischarging by a timer and a temperature sensor by providing a timer circuit and a switching controller for controlling a switching circuit by a detection signal of a temperature detector. CONSTITUTION:A switching controller 4 charges a battery 3 by an ON signal from a timer circuit 5 and an ON signal from a temperature detector 6. When a charging time reaches a set time of the timer, the circuit 5 sends a signal for turning OFF a switching circuit 2 to the controller 4 via a signal line 104. Thus, charging is stopped. When the temperature of the battery 3 itself reaches a detection temperature of a temperature sensor 7, the detector 6 senses that it exceeds the detecting temperature by a signal line 106 to stop charging.
