Zusammenfassung:	PURPOSE:To obtain a water-based surface modifying agent composition, containing a neutralized substance of a specific oligoamic acid with ammonia and/or organic amines, applicable not only to glass fiber but also to other reinforcing materials and excellent in affinity for respective interfaces in composite materials. CONSTITUTION:A water-based surface modifying agent composition obtained by blending 1,2,3,4-butanetetracarboxylic acids (hereinafter referred to as BTCs) with a diamine at 0.5-2 molar ratio of the diamine/BTCs, heating the resultant blend and neutralizing the obtained oligoamic acid with ammonia and/or organic amines and containing 0.1-80wt.% aforementioned neutralized substance.
