Zusammenfassung:	PURPOSE:To reduce the number of times of trial of channel assignment by providing an operating channel registration section registering an operating channel and an nonoperating channel assignment section assigning a nonoperating channel to a terminal equipment in response to a communication request from a terminal equipment a head end. CONSTITUTION:A terminal equipment WS1 requests the assignment of an idle channel to a head end HE. The head end HE seeks an idle channel satisfying a request communication system and the data transmission speed. The head end HE informs the information relating to the assigned channel to the terminal equipment WS1. The head end HE informs channel assignment information and the address of a communication terminal equipment according to the frame format to a terminal equipment designated by an incoming call terminal equipment address in the frame format. Then communication is implemented by terminal equipments WS1 and WS2.
