Zusammenfassung:	PURPOSE:To form a coating film uniform in thickness by allowing a soln. to be returned to a cylindrical viscosity control tank to flow into the tank in the tangential direction to the inner periphery. CONSTITUTION:The coating soln. W in an intermediate tank 10 is circulated through a main circulating line LA by a pump P1, and the soln. filtered by a filter F is supplied to a soln. storage tank 1. The soln. W is allowed to overflow, an aluminum blank pipe A is dipped in the overflowing soln. W, and a coating film is formed on its periphery. The overflown soln. W flows into the intermediate tank 10. The coating soln. W in the intermediate tank 10 is circulated through a viscosity control circulating line LB by a pump P2 and returned to the viscosity control tank 12. Mixing is secured in this way.
