Zusammenfassung:	PURPOSE:To simultaneously satisfy punchability and weldability by providing insulation coatings having dissimilar properties to the surface side and the rear side of a silicon steel sheet, respectively. CONSTITUTION:A silicon steel sheet with dissimilar insulation coatings having an insulation coating in which the outermost surface layer is composed of an organic insulating coating on one side and also having an inorganic insulation coating on the other side is formed. At the time of punching, the silicon steel sheet is punched in a state where one side of this sheet is in contact with a punch and the other side is in contact with a die, and wear is greater on the punch side than on the die side. Accordingly, by carrying out punching by disposing the side, on which the organic insulation coating is formed, of the silicon steel sheet on the punch side, punchability can be secured. At this time, weldability is not deteriorated because the other side has the inorganic insulation coating.
