PURPOSE:To improve the operability and yield and to reduce the cost by exposing one edge of a plate electrode, which is embedded in an insulating base, linearly from the insulating base. CONSTITUTION:The plate electrode 56 is embedded in the insulating base and one edge of this plate electrode 56 is exposed linearly from the insulating base. Namely, one edge of the plate electrode 56 embedded in the insulating base is exposed linearly and only the linear exposed part serves as an electric counter electrode with a peripheral discharge stabilizing electrode, so that discharge from the linear exposed part to the periphery is induced when a high voltage is impressed to the plate electrode. Therefore, the same electrostatic charging operation with the use of a corona wire is carried out. Consequently, the need for a wire which is hard to handle as to manufacture and use is eliminated without making the structure complex, and the charger can be manufactured at low cost; and it is not necessary to pay attention to damage, the handling in use is easy, and the cost does not increase.
