Zusammenfassung:	PURPOSE:To obviate the decrease in the consumption unit of the electric power required for heating up and the shortening of the life of lining refractories occurring in an arc spot by previously melting a flux by the heat of the pouring flow of a molten metal and the stirring thereof and then heating the molten metal by an arc. CONSTITUTION:A required amt. of the flux 11 is previously put into a ladle 1. The molten steel 6 poured from a converter into the ladle 1 vigorously stirs the flux 11 and forms a prescribed slag layer 8 on the surface of the molten steel 6. An electrode 2 is inserted from above this ladle 1 into the slag layer 8 and the arc heating with the electrode 2 is executed by a power source 9. The molten steel 6 is heated via the slag layer 8 and the slag refining is thus executed.
