Zusammenfassung:	PURPOSE:To promote the separation of interlocked fibers and to suppress the development and growth of licking by reeling lap from a lap roll and fluttering the lap near the lap-peeling part by the action of a lap conductor. CONSTITUTION:A conductor top-supporting member 13 on a nipper is oscillated integrally with the forward and backward oscillation of the nipper and a lap conductor 15 is moved vertically by the action of a guide member 16 engaged with the conductor top-supporting member. The lap conductor is moved in such a manner as to push up its top. Accordingly, lap reeled from lap rolls placed on lap rollers 3a, 3b is fluttered near the peeling part of the lap delivered from the lap roll to relax the tension of the reeled lap, promote the separation of interlocked fibers near the lap-peeling part and suppress the development and growth of licking.
