The balustrade block A is built up between a pair of confronting angle members 8, 8, the lower end portions of which are anchored on a floor plate B through anchor reinforcements 10, and after the height adjustment is made through a screw jack C or the like and fixed by bolts 17 or the like, concrete mortar is poured in the space 3 through a mortar filling port 18 to integrally join the block on the floor plate B. Thus, the field execution range is remarkably reduced to shorten the construction period in field.
