Zusammenfassung:	PURPOSE:To obtain the title compsn. with excellent adhesive properties, water resistance, film forming ability and low-temp. and high-temp. stabilities by incorporating each specified amt. of a chlorinated polymer, a plasticizer, an org. solvent, an emulsifier, a highly water-absorbing polymer and water as essential ingredients. CONSTITUTION:The title composition compriser, as essential ingredients, 100 pts.wt. (hereinbelow described as pts.) chlorinated polymer (e.g. a chlorinated rubber), 5-100 pts. plasticizer (e.g. an epoxy-modified chlorinated paraffin), 60-470 pts. org. solvent (e/g/ 'Ipsol' manufactured by Idemitsu Petrochem. Co., Ltd.), 0.2-20 pts. emulsifier (e.g. polyoxyethylene nonylphenyl ether or sodium dialkyl sulfosuccinate), 0.1-6 pts. highly water-absorbing polymer (e.g. an emulsion of an acrylic polymer) and water which is 0.25-4 times as much as the sum of the chlorinated polymer, the plasticizer and an org. solvent.
