Zusammenfassung:PURPOSE:To prevent troubles such as the unguarded insertion of some material at the tilt-down time and the catching of some material at the tilt-up time by switching the operated state from the automatic control state to manually operated state immediately when a manually operated switch is operated. CONSTITUTION:When a tilt motor 6 is driven, a link part 8 is bendingly operated through a ratchet part 7, and the pivot angle theta of a steering wheel 1 is moved vertically at random in a range from a position thetaD to a position thetaU. The approval of automatic control condition for driving the tilt motor is judged according to the on off operation of a keyless switch, and in case the automatic control conditions are approved, the tilt motor is driven in either up or down direction by automatic control. When either one of manually operated switches 21, 22 is operated on, automatic control function is released simultaneously first, then driving in the reverse direction to the driven direction so far is performed with a conditioned reflex regardless of the operated direction of the manually operated switches 21, 22.
