Zusammenfassung:	PURPOSE: To make an edge part strip transferable so that a long tail of the strip does not exist after cutting by releasing a strip cut from the edge part of the paper web in a threading operation by blowing of a compressed air. CONSTITUTION: A strip R is released from the surface of a dried cylinder 10 by blowing a compressed air by a releasing blowing means 25, and the strip R is approached to a guiding board by a pocket blowing from a nozzle 28, then guided to a nip formed with a roll 23 and a driven induced roll 24 exhibiting a baggy shape, that is, a balloon shape. The nip functions as a draw- press and pulls the strip to leftward in the figure. A tail part of strip can be cut by a cutting part material blade tip 22 immediately after pulled because of having a downward load. A lower part of the cut strip is fallen to a waste paper treating line and an upper part than the cut part material is guided to the next process.
