Zusammenfassung:PURPOSE: To safely transport a card by providing a programming key, providing a programming access key function realizing programming in the card and making the programming access key to be a ciphered key. CONSTITUTION: The card 2 is sent to a customer through a prescribed route 8. The programming key 7 is sent to the customer through a different route l9. For preventing the card from being used when the key 7 and the corresponding IC card 2 are simultaneously stolen, the key 7 is prevented from being sent from the route 9 in the form as it is, and the key 7 is ciphered by using a ciphering device 11. When the key 7 arrives, it is guided into a decoding device 14 with a manufacture number 12 and it is reproduced into a real key 13. Thus, the card can safely be transported.
