PURPOSE:To disperse a non-radical polymerizable oleophilic water-insoluble substance in an aqueous medium, by using modified PVA which is a saponificate of a copolymer containing specific three substances as essential polymer components and satisfies a specific relationship as an amulsifying dispersant. CONSTITUTION:Modified PVA which is a saponificate of a copolymer containing three substance, that is, a monomer A such as a vinyl ester of 5C or higher fatty acid or the like, an ethylenically unsaturated carboxylic acid B and vinyl acetate C as essential copolymer components and satisfies relationshipI(wherein A is a copolymer ratio of component A and 0.05mol% or more, B is 0.1mol% or more, C is 50mol%, or more, n is a conditional integer of 1-4, DELTA is a saponification degree of components C in modified PVA) is used as an emulsifying dispersant. This dispersant emulsifies and disperses an oleophilic water-insuluble substance having no radical polymerizability such as machine oil or wax in an aqueous medium and improves stability and storage stability.
