Zusammenfassung:	PURPOSE:To easily and accurately detect the short circuit of wiring by scanning the pulse from a generation means to output the same to a plurality of transmission lines from a transmission circuit and storing the received signals in a receiving circuit in a time sequence. CONSTITUTION:The pulse generated by a generating means 1 is outputted scanning to a plurality of transmission lines 10 from a transmission circuit 11 by an output means 2. The pulse signals received by a receiving circuit 2 are sequentially stored in a memory means 3. Therefore, by comparing and collating the time relation of the pulse scanned and outputted to the transmission lines 10 by the means 2 with the memory data of the means 3, the short circuit of the transmission lines 10 can be inspected.
