Zusammenfassung:	PURPOSE:To have perfect water stop in simple process by encapsulating aque. hardening foaming resin crude liquid of mono-liquid type in a sack made of water soluble substance, accommodating this sack in a vessel made of water penetrative material, and applying it to the water stop part. CONSTITUTION:A sack 1 is made of an easily water soluble substance such as polyvinyl alcohol resin, and its periphery is covered with a protection material 4 having a large tensile strength and provided with a number of holes. In this sack 1 is encapsulated an ague. hardening resin crude liquid 2 of mono- liquid type wherein polyether-polyole and isocyanate such as TDI are adjusted in specified amounts. This sack 1 is accommodated in a vessel 3 made of natural fiber, etc., having flexibility and water penetrativeness. When this vessel 3 is shaped in a cord and fixed to a pipe fitting, etc., a leak water dissolved the sack 1 to cause reaction with the resin crude liquid 2 and foaming, and the vessel 3 will expand to stop water perfectly.
