Zusammenfassung:	PURPOSE: To obtain the subject wrapper capable of reducing a side stream smoke and decreasing or preventing combustion of the wrapper by making the wrapper include an amorphous inorganic network as an additive. CONSTITUTION: A solution containing a metal oxide precursor (e.g. aluminum alkoxide) is hydrolyzed in an inert atmosphere into a sol, which is mixed with an acid (e.g. hydrochloric acid or phosphoric acid) or a neutral salt (e.g. propane acetate), coagulated into a gel (having about 5-20 centipoise viscosity and about 12% metal oxide concentration). The gel is dried at 100-150 deg.C to form an amorphous inorganic network. The network is arranged in a ring-shaped band on paper to give the objective wrapper.
