Zusammenfassung:PURPOSE:To moisture of steam generated from a base cloth to be dispersed outside force and to prevent the generation of blister of the base cloth by applying a high molecular paint film water tight material on the upper surface by way of bringing a reinforced water tight sheet made in three layers in contact with the water tight base cloth. CONSTITUTION:A water tight layer is formed with split woven fabric cloth a perforated sheet or a film 1 made of polypropylene as an inner base cloth by affixing a reinforced water tight sheet 3 of a three layer structure covered with a bulky non woven fabric cloth 2 made of polypropylene on both its upper and lower surfaces on a concrete water tight base 7. Then a deaeration device 8 to disperse steam is installed. Thereafter, non-tar urethane 5 and color urethane 6 are applied on the upper surface of the reinforced water tight sheet 3. Consequently, no stagnant air is made to cause the generation of blister and it is made possible to collect water in a drainage by forcing the water oozing out from the ground permeate outside so as to prevent the leakage of water.
